National Police Academy Bill to be presented in Parliament

Sri Lanka, May 27 -- The National Police Academy Bill prepared by the Legal Draftsman, on a proposal made by the President and approved by the Cabinet, makes provision for the establishment of a permanent National Police Academy to develop professional knowledge and skills of police officers and other law enforcement officers selected for training at the academy for appointment to respective professions. A Board of Management is to be appointed for the management and administration of the affairs of this academy. Cabinet approval was granted to present the Bill in Parliament for approval.

Establishment of electronic system to issue visa online

The Cabinet on a proposal by President approved the setting up of an electronic system at the Immigration and Emigration Department to issue visa over internet (Online) to foreigners visiting Sri Lanka.

Foreigners visiting and travelling via Sri Lanka will be able to obtain visas through the website of the Department of Immigration and Emigration by personally applying for them on payment of the prescribed fees.

Those who do not have private access to internet facilities, will be able to apply for visa through private agencies and also through Sri Lankan Foreign Missions and from the Head office Immigration and Emigration Department. Technical consultancy service including the implementation of the system will be obtained from the University of Moratuwa.

Revitalization and enhancement of sustainability of national programme on development of rural industries and production villages.

This programme focuses mainly on rural areas and assists to improve the standard of living of the rural masses contributing effectively to the economic and social advancement of the regions. This was launched in 2005 to cover five years up to 2009 based on the concept of 'one product one village' covering traditional rural industries. During this period 256 projects have been carried out in 256 rural industrial villages costing Rs 544.51 million and the number of beneficiaries has been 14,271. The proposal made by Traditional Industries and Small Enterprise Development Minister Douglas Devananda to strengthen this project at a cost of Rs 26.5 million in 2011 was approved by the Cabinet.

Internal road network to access Sabaragamuwa University buildings at a cost of Rs 126 million.

This university inaugurated as a national university in 1996 has been functioning in the building of former Samanalwewa Project temporarily. It has no access road to the buildings put up later for the use as faculties of this university. On a proposal made by Higher Education Minister S.

B. Dissanayake, Cabinet approval was granted to construct an internal road network to provide access to these buildings at a total cost of Rs 126 million.

Rs 167.2 million to complete construction at Homagama, Pitipana Mahinda Rajapaksa National School

On a proposal made by Education Minister Bandula Gunawardena, this school is to be developed as a fully fledged secondary school at Homagama at a cost of about Rs 800 million funds are to be provided in the annual budgets of the Education Minister up to 2015.

Metro Colombo Urban Development Project at a cost of Rs 16,650 million

The overall objective of Metro Colombo Urban Development Project under taken with World Bank funding is to improve planning and delivery of priority infrastructure and local services in the Metro Colombo Region. This project will reduce the occurrence of floods affecting the people and assets in the region; implement medium and small scale infrastructure projects benefiting the people in the region; and enhance the institutional capacity of local authorities in the region.

The project will be fully funded by the World Bank and the total cost is expected to be Rs 16,650 million. The government will bear the initial cost for the establishment of the project management Unit costing Rs 50.0 million. The project is to be commenced in the latter part of 2011 and is expected to be completed within three years. The proposal was made by the President and Cabinet approval was granted to allocate Rs 50 million to meet the initial costs for the establishment of the project management unit.

Implementation of Greater Dambulla Water Supply Scheme

Cabinet on a proposal by Water Supply and Drainage Minister granted approval to award the contract of Stage 01 of this project to M/S Va Tech Wabag Ltd of India as recommended by the Cabinet Appointed Negotiating Committee and to direct the Department of External Resources to seek foreign funding for the purpose.

Amendment to the Industrial Disputes Act No. 43 or 1950

Under the proposed amendment, new Sub-Section (1) of Section 43 is introduced to make any person who commits an offence under this Act liable on conviction to a fine enhanced from Rs 500 to Rs 5,000 or to imprisonment for a term enhanced from six months to 12 months or both. The fine imposed for unfair labour practices has been increased from Rs 20,000 to Rs 100,000. The proposal made by Labour and Labour Relations Minister Gamini Lokuge to publish the Amending Bill in the Gazette and to present it in Parliament was approved by the Cabinet.

50th annual session of AALCO

Sri Lanka is to hold the 50th annual session of The Asian African Legal Consultative Organization (AALCO) from June 26 to July 1. About 250 delegates from Asia and Africa are expected to attend the conference which will be inaugurated by the President. The proposal by Justice Minister Rauff Hakeem, to proceed with the work pertaining to this conference was approved by the Cabinet.
